CARTEENS stands for Caution And Responsibility + Teenagers who participate. Who Can Join? Youth who are ages 15 1/2 & over and have their driving permit or license. CARTEENS participate in a Mock Crash, local Health Fairs, the Ross County Fair, Prom Promise, and other activities.
